Suppliers need to register on the relevant portals to access live opportunities. Before registering on Sell2Wales, you must first register on Find a Tender – Central Digital Platform and obtain your Unique Identifier. This is needed for your Sell2Wales registration.
Please keep your company information up to date, and set up alerts for the categories you’re interested in.
Our procurement approach
Hedyn is committed to fair, transparent and socially responsible procurement. We follow clear, auditable processes so that the goods, works, and services we buy are compliant, proportionate, and provide long-term value.
How we procure
We confirm the requirement, budget, specification and expected outcomes before going to market.
The value, risk and complexity of the contract determine whether we use quotations, a tender, a framework or another compliant route.
Opportunities are advertised through Sell2Wales and Find a Tender where required and managed through our procurement portal Delta.
Tenders are assessed against published criteria, with evaluation normally considering cost, quality and social value.
Contracts are awarded transparently and managed through performance measures, review meetings, and agreed reporting.
Tender thresholds
Hedyn is obliged to advertise tender opportunities that exceed defined thresholds. The current financial thresholds, valid since January 2024, are:
- £214,904 (including VAT) for goods and services
- £5,372,609 (including VAT) for works contracts
Social value
Social value is about the wider benefits and the positive change a contract can bring to our communities.
Examples of the social value commitments we welcome include:
- recruiting locally from areas of high unemployment
- offering apprenticeships or work experience placements
- donating time or materials to community projects
- reducing carbon emissions on site through low-emission plant or vehicles
- paying the Real Living Wage to all staff working on our contracts
Legislation and guidance
Our procurement activity is governed by our financial regulations, standing orders and relevant UK and Welsh procurement legislation.
